This was never part of any stable release, so the source package and
header packages are no longer available from the Debian archive.

I suggest you upgrade to Linux 2.6.26 as included in Debian 5.0 'lenny'.
If you really must have 2.6.24 then you could use the
linux-image-2.6.24-etchnhalf.1-486 and
linux-headers-2.6.24-etchnhalf.1-486 packages from Debian 4.0 'etch'.
