CONFIG_NUMA_EMU seems to be mostly harmless. It adds something like 22 bytes of static data per NUMA node and we currently support up to 64 nodes on amd64. It seems to add a fair amount of code, but virtually all of that is marked __init so it doesn't use up memory after boot. I would like to get some clarification from upstream on whether this option is really intended for production use.
