There's an upstream bug that has started affecting me.  stty gets
backgrounded, and you can only kill -9 it to get your shell back.  A
thread titled "su gets stuck for root" is on LKML with all the
details, and when there's an eventual patch, it would be good to
include it in the debian patchset.

The whole tty code has been revamped by Alan Cox in recent kernel
releases. I'm closing the bug, if anyone manages to reproduce the
problem, please reopen.
