As per summary. In some installations of this kernel, a file /etc/kernel-img.conf is created with a postinst reference to a non-existent /sbin/update-grud.

The result is that aptitude keeps reinstalling this package.

No. It only creates this file with 5 options if necessary. the postrm
hook is not part.

You need to bring much more about this to be actually a bug.
