You probably want to install linux-source-2.6.24 (which will include
debian's patches already) and apply the RT patch on top of that.

That tarball is a dfsg-cleaned 2.6.24. The linux-source-2.6.24 package
includes fixes from the stable series (2.6.24.y), and several other
patches as well.
