Bug#508923: [via-velocity] ifconfig eth0 up crash kernel hard

The box is VIA Epia SN board with a VIA C7 processor.

This chipset has two network cards, eth0 and eth1
eth0: VIA Networking Velocity Family Gigabit Ethernet Adapter
eth1: VIA Rhine II at 0x1c800, 00:40:63:f7:b6:8b, IRQ 23.
(lspci output is at the end)

Doing 'ifconfig eth0 up' crashes the kernel hard (kernel oops + box frozen).
eth1 is working fine.
eth0 was working fine with Etch 2.6.18-6 kernel.
This is 100% reproducible.

(The box also crashes at boot-time if eth0 is configured at
boot-time via /etc/network/interfaces)

The oops message is not logged, but is the same as in 
bug #508527 '2.6.26-11 oops on initial NIC (via-velocity) setup'
and also in kernel Bugzilla #11121
