Attempting to build a module module package such as
linux-modules-extra-2.6 which uses gencontrol.py fails even when using
the copy of gencontrol.py included in the package as

  /usr/src/linux-support-2.6.22-1/modules/gencontrol.py

since the interface provided by lib/python/debian_linux has changed but
gencontrol.py has not been updated to match the new interface.
