hi,

synopsis: packages like adjtimex, ntpd, chrony and company (all of which
would use the adjtimex() system call) do not work.

# ntptime
ntp_gettime() returns code 5 (ERROR)
  time c8ccec87.0f8b4000  Tue, Oct  3 2006 16:04:55.060, (.060719),
  maximum error 16384000 us, estimated error 16 us
ntp_adjtime() returns code 5 (ERROR)
  modes 0x0 (),
  offset 0.000 us, frequency 0.000 ppm, interval 1 s,
  maximum error 16384000 us, estimated error 16 us,
  status 0x40 (UNSYNC),
  time constant 0, precision 1.000 us, tolerance 512 ppm, 

and indeed strace reveals that:

adjtimex({modes=0, offset=0, freq=0, maxerror=452112, esterror=16, status=64, constant=0, precision=1, tolerance=33554432, time={1159804982, 258090}}) = 5

which, according to my kernel-source-reading, means "clock is not synchronized"
(to what?).
Other architectures I have access to (i386, amd64) work fine.

Could you please help me sort this out?

The machine is etch, with the latest kernel pulled from sid. However, the
problem also exists in the etch kernel (2.6.17-2).
