Bug#496102: linux-source-2.6.25: make menuconfig incorrectly fails

when running make menuconfig from /usr/src/linux-source-2.6.25 as a non-privileged user
the error returned is :

*** Unable to find the ncurses libraries or the

*** 'make menuconfig' requires the ncurses libraries.

*** Install ncurses (ncurses-devel) and try again.
***
make[1]: *** [scripts/kconfig/dochecklxdialog] Error 1
make: *** [menuconfig] Error 2
However, running as root works fine, as expected.
I think perhaps make should tell me I need higher privileges?
