With recent kernels from Debian testing the process priority as it is
set by /usr/bin/nice does not work anymore as described in the manual
page. 

Two processes of different users both obtain 50% of the CPU resources,
independent of their 'nice' priority. See the following excerpts of
top for two povray runs with different users on different computers
(kernels). 2.6.18 behaves as expected while under 2.6.25 both
processes use 50% of the CPU.
