I'm not sure I understand the question. The cryptsetup initramfs hook writes its config file by doing:
echo "$OPTIONS" >> "$DESTDIR/conf/conf.d/cryptroot"If that is below /etc, that would be due to initramfs-tools, wouldn't it?
