There was a time when a user would be able to do "unicode_start" and
it would switch his vt in UTF-8 mode, without touching the vt's of
other users. Now, this fails miserably with permission denied
messages:

 Keymap 0: Permission denied
 Keymap 1: Permission denied
 Keymap 2: Permission denied
 KDSKBENT: Operation not permitted
 loadkeys: could not deallocate keymap 3
 /usr/bin/unicode_start: line 58: /dev/tty0: Permission denied

And one has to do this one as root.

Please give users back control over their own vt. Thanks.
