Yes, Debian package maintainers serving as proxy between Debian users 
and upstream maintainers regarding bugs is described as "best practice" 
in chapter 3.5 in our "Developers' reference": 
http://www.debian.org/doc/developers-reference/ch-developer-duties.en.html#s-upstream-coordination

Being "best practice" means that individual package maintainers may 
choose to not do it if they so choose. But you are right that it is 
common practice in Debian.
