are you sure that you open the right device, my umts card shows up
as /dev/ttyUSBX
also as debian developer i'd expect you to check against newer
available kernel instead of ranting against old stuff.
unstable has 2.6.23 installs just fine in testing or stable.
trunk builds have 2.6.24-rc6 and soon rc7 see apt lines
