sorry for my late reply, been busy on other kernel stuff..

we don't ship any README.Debian,
every mkinitramfs, update-initramfs manpage references the 
initramfs-tools manpage on the bottom.

ahh you meant the meanings of each subdir,
yes that's documented in initramfs-tools.8
