Bug#435802: linux-latest-2.6: GNU/Linux kernel should use CONFIG_NLS_DEFAULT="utf-8"

Ok.  Then yes, we're in agreement that UTF-8 would be the more appropriate
default.

I think it would be a bad idea to change this for etch now that we've
released, but for lenny it should be considered.
