Have you even bothered to try it? The default value for rootdelay is
*not* 180. It waits for 180 seconds for the root filesystem if
rootdelay has not been specified. But udev also sleeps for
$rootdelay seconds *before* mdadm is called, so there will be plenty
time for the driver to create the usb-storage-SCSI devices.
