Well, there have been a lot of changes in the kernel between 2.6.18 and 
2.6.21 and some impact on the way the kernel is repackaged into udebs.
We continuously update kernel-wedge to deal with newer kernels.
You should probably try the version of kernel-wedge from unstable.
