If I try to work around this by copying a config file from
kernel-image-2.4.27-i386 to .config (and installing modutils so make dep
will work), then I get:

This bug no longer applies to any packages in the archive, as 
kernel-source-2.4.27 was removed from unstable (see bug #391712).
