tglx said it has something to do with SMP or HT. These lockups I observe
on HT systems with 2 CPU cores. One system has two network interfaces,
eth0 and ippp0, and after moving to 2.6.21 kernel its eth0 started from
time to time to get lost and inaccessible from other our hosts.
Here is a log from another system (where I don't have reportbug),
there is no local_softirq_pending storm,
but soft lockups are there, they just happened later after boot,
when the system decided to check RAID1 consistency :
md: data-check of RAID array md0
md: minimum _guaranteed_ speed: 1000 KB/sec/disk.
md: using maximum available idle IO bandwidth (but not more than 200000
KB/sec) for data-check.
md: using 128k window, over a total of 191350144 blocks.

I remember tglx posted some patch on the LKML that helped
someone, but don't remember if it was a final solution.
