turning on CONFIG_PREEMPT_BKL for 2.6.22

i'm about to shortly enable CONFIG_PREEMPT_BKL on topconfig:
* default for smp kernels
* not much left that relies on lock_kernel(), unlock_kernel()
* good debug infrastructure if that path triggers a bug
* no overhead
* set in fedora
