It could be the fault of any of the three components.  Let's try to
debug this.  Can you run lspci -G and see if it says something like:

Trying method 1......using /sys/bus/pci...OK
Decided to use Linux-sysfs

I booted in the installed etch system (I used the MA DVD), the output
was the one above.

sys and proc were both mounted. I check this in the di image, there
were mounted in there, too.

My guess is that sysfs isn't mounted, but that's tentative.

Note that I don't care what the actual PCI devices are that you have ...
just the information about what methods it's trying.
