Running:

Results in:
update-initramfs: Generating /boot/initrd.img-2.6.21
/usr/share/initramfs-tools/hooks/bootsplash: line 51: splash: command not found

editing:
/usr/share/initramfs-tools/hooks/bootsplash

Changing line 51 from this:
splash -s -f $SPLASH_FILE > $DESTDIR/bootsplash

to this:
$SPLASH_BIN -s -f $SPLASH_FILE > $DESTDIR/bootsplash

Fixes the problem.

closing, as unrelated to initramfs,
also you'd better use usplash with usplash-theme-debian that should
be soon in unstable, that doesn't need a dirty decoder kernel module.
