Bug#417579: Requiring PAE makes Xen unusable with operating systems other than Linux

I understand that it is necessary to enable PAE to fix some problem or
other.  However, enabling PAE in the dom0 requires that PAE be enabled
in all the domU's, and most other operating systems do not offer support
for PAE.  Further, I am primarily interested in Xen so that I can run
multiple different kinds of operating systems simultaneously.  The
consequence of these facts is that Xen is useless to me with Debian as
my dom0.

I tried to figure out how to build a kernel without PAE support, but
with Xen support, but the process was entirely non-obvious.
