As discussed yesterday on IRC #debian-kernel:

It would be better if the check in function ro_boot_check() was skipped if
/proc/mounts  is not readable.

Using /proc/mounts fails in chroot setups. The simmilar info should be
avalable in /etc/mtab but again /etc/mtab may not exist.

guess we'll reach 1.00 post etch :)

fixed in the version of initramfs-tools in incoming.debian.org,
will be tomorrow in unstable and soon in testing.
