what does the following command show:
update-initramfs -v -u
 
> orca:/home/pete# cat /etc/kernel-img.conf 
> do_symlinks = yes
> relative_links = yes
> do_bootloader = yes
> do_bootfloppy = no
> do_initrd = yes
> link_in_boot = no

this is wrong do_bootloader = no is the right choice for grub

also send the output of
mount
