Just confirmed that the file is still missing when booting:

Package: linux-image-2.6.18-3-amd64
Version: 2.6.18-7

P.S. For anyone who came across this post and needs an immediate
workaround, mknod /dev/megadev0 c 254 0 may do the trick.. if it doesn't
work, search for megadev in /proc/devices and replace 254 with the
number shown there
