Some time ago, I installed a Xen Dom0 under Debian using 
linux-image-2.6.16-1-xen-686.  Recently, I've installed two Xen Dom0's 
under Debian using linux-image-2.6.16-2-xen-686, and I added that kernel 
to the working Xen system.  None of the machines work when attempting to
use linux-image-2.6.16-2-xen-686 as the kernel.  The last message
displayed is the last message from Xen before loading the Dom0 kernel,
and then the systems spontaneously reboot.

I do not believe that this is a problem in the Xen hypervisor because 
the original machine still has linux-image-2.6.16-1-xen-686 on it and
that kernel image still works under Xen.

It was a known incompatibility between the kernel and the hypervisor.
This was fixed inbetween.
