Bug#398172: Please enable CONFIG_NET_ACT_POLICE on k7

Right now, it appears it is enabled some places and not others. Sarge
had it enabled for k7... and probably everywhere. Please enable it
again.
I think it got lost by mistake:

Appears it got renamed in 2.6.18.
