where should arch/$arch/scripts go?

I'm looking at fixing #392592, and I'm wondering where
arch/$arch/scripts should go? ia64 has them (as does um).

Is linux-kbuild-2.6 the correct place?

If so, should I create a new orig.tar.gz rev?

On the other hand, I could just dump them in the generic linux-headers
package, I don't really understand the distinction.
