Bug#382368: switchable via /proc

The dailies have switched to 2.6.17, so can this be closed now?

As for the security issue, note that you can turn off sysrq via proc:

  # echo 0 > /proc/sys/kernel/sysrq

Of course, if its configured on in the kernel it is on by default, so
we may want to either patch the kernel to initialize sysrq_enabled =
0, or submit a bug to procps asking for /etc/sysctl.conf to disable it
by default.
