Bug#354995: Update on fast CPU clock – with solution

I have not given the patch mentioned below a try yet but I did get a working 2.6.8 kernel setup. By simply turning off APIC, the clock rate returned to the appearance of normal, and the keyboard stopped being so touchy. I got a clue as to the problem by a kernel error I had missed.
Error:
Uhhuh. NMI received for unknown reason 3d.
Dazed and confused, but trying to continue
Do you have a strange power saving mode enabled?

This indicates to me possible memory and / or ACPI problems. The problem was not memory based since memtest was fine after an overnight run. That left ACPI issues to test, ultimately that seems to be the cause here. I have not fully tested it but it seems all right now. I will note that kernel 2.6.15-1 works with ACPI on and has given me no problems after a weekend of high load for the system.
