I don't see such a driver in upstream 2.6.15.  We've a general policy of
only including upstreamable code:
  http://wiki.debian.org/DebianKernelPatchAcceptanceGuidelines

Once arcmsr is included upstream, it will automatically appear in
Debian.  If this driver has been accepted in a later kernel, its
definitely a candidate for backporting - do you know if this is the
case?
