Bug#278729: kernel-image-2.6-k7: kernel-image-2.6*-k7* and 2.6*-686* should recommend libc6-i686

It seems you don't understand me. libc is a part of the base system, but
not libc6-i686. There is no package in debian, which depends or
recommends libc6-i686 package, so in most systems with 2.6-686 and k7
kernel this package isn't installed :( You can view this situation from
popularity-contest results - about 1500 people have kernel-image 2.6.x-686
and 2.6.x-k7 installed (acoording to http://popcon.debian.org/main/base/by_inst ) but only less than 400 have libc6-i686 package installed 
( http://popcon.debian.org/main/libs/by_inst )

Kernel-images 2.6.x-686 and 2.6.x-k7 shoud recommend libc6-i686, because
libc6-686 improves system performance when running with 2.6.x-686
and 2.6.x-k7 kernel-images.
