I understand you wondering. I judge this bugreport as real - the
solution just might not be as simple as you expect...

If this should be implemented by package dependencies only, then we
would need to depend on _all_ those ramdisk generators, instead of just
one of them.
This is a valid option - but seeing your argument about the yaird
dependency being completely useless for you I suspect you will agree
that pulling in _both_ yaird and initramfs-tools (plus each of their
various dependencies - one requires perl and the other requires python
and udev - all of which are hated by some of the Debian users) is less
than optimal.
So what Sven said was that yes, we are aware of this, and we are not
happy with current situation and are working towards better approaches.
But it is somewhat more complicated to provide an elegant solution than
just adjujsting package dependencies.
