Bug#330412: linux-doc: often no date info on when documents were written

Files like stable_api_nonsense.txt.gz should have the date at the top,
like many others there do. We are lucky to see he mentions kernel 2.6,
thus getting some idea of the time frame of the document. But we still
cannot tell if these are this year's opinions, or last year's.

Same problem with sched-stats.txt.gz, etc.

So all the files should have a date stamp at top.

And the Debian package should preserve the modification dates of the
files from upstream upon installation,

Or perhaps it is upstream who made all the dates the same.
