A possible solutions is I compile my own kernel-image and kernel-headers.

make-kpkg --stem linux --initrd --append-to-version -0-k7 --revision 2.6.13-3  
debian

make-kpkg --stem linux --initrd --append-to-version -0-k7 --revision 2.6.13-3  
kernel-image kernel-headers

Important is the first line.  I  have a debian directory without the first 
line when I compile a kenel and headers , but the contents is different.
