Bug#304392: kernel-image-2.6.8-2-386: Missing kernel module for IPSEC

Kernel 2.6 has no ipsec0..ipsecn virtual devices.
For the firewall package Shorewall to work properly with ipsec traffic
the ipt_policy.ko netfilter module is missing!! Without this it cannot
properly work to setup IPSEC-tunnels.
I assume that this is not only a problem for Shorewall but all ip-tables
firewalls running kernel 2.6 on Debian.
I would think it would be a great miss for Debian if users switch to
other distro's to get this functionality, to avoid loosing their employers
time and patience trying to set up working a vpn solution by trying to
patch kernels themselves.
