32bit i386 iptables does currently not work with an amd64 64bit kernel.
This issue is reported to the upstream developers, and still pending.

A fix for sarge is not planned at the moment.

As a workaround, you can:

1. build a patched iptables package, using the patch found in
   http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=298155

2. use a 32bit kernel

3. install debian-pure64.
