There basically are three places:
- /etc/modules
- discover
- hotplug

Discover and hotplug both have their own blacklists in /etc.

P.S.
You may want to check what drivers are loaded by discover. Most will also 
be loaded by hotplug.
If there are any others and if you add those to /etc/modules, you then 
have the option to remove discover from your system.
