It would be a better choice for _consistency_ _if_ the program operates
more or less in the same way.
Consistency aside, the question of whether the program should go
in /sbin or /bin should decided by whether or not non-administrators
have any use for the program. If discover is strictly an
administrator's utility then it should go in /sbin. If
non-administrators could have some use for it then it should go in /bin.
Sometimes it's hard to decide; ultimately, though, it doesn't matter
that much which one you choose.

Any idea when 2.0.7 will be out? Will it include the patch that
(reportedly) fixes #269372?
