What is the output of dpkg -l initrd-tools (0.1.77)?
If they are listed then they are in the package, but
perhaps the old versions were missing on your file system.
Still, that shouldn't cause post-install to fail.
Could you give a little more information on how it failed?
I.e. what messages were provided during the course of the install.
