Bug#282751: This just bit me, hard.

Hi,
My first Sarge install, from a brand new download of the Netinst image, went to hell because of this problem. 
To replicate:
1. download Netinst image, and burn cd.
2. run the netinst cd with linux26
3. do not run tasksel or otherwise add packages (this was difficult under the new install)
4. run apt-get update, then apt-get upgrade. (you will be told that LILO needs to be run)
5. lilo fails when run. Rebooting w/o running LILO leaves a hosed system, perhaps recoverable.

So IMO this bug is leaving frass all over the place.
