Bug#281209: kernel-source-2.6.9: open("/dev/lp0", O_WRONLY|O_NONBLOCK) blocks

If a program is using /dev/parport0, open("/dev/lp0",
O_WRONLY|O_NONBLOCK) blocks, it should return an error. This causes
CUPS, with or without O_NONBLOCK added to the relevent open calls, to
block permentally on startup.
