Bug#285847: kernel-headers-2.6.8-1-sparc64: not usable for building modules

Justification: renders package unusable
The kernel-headers packages for sparc only include the 'include' tree
and not the other files needed for building out-of-tree modules. The
i386 packages do this correctly.
The package needs to, at a minimum:
1) include a copy of Module.symvers, which is produced during the
kernel build
2) depend on some version of kernel-kbuild-2.6
3) include a symlink to kernel-kbuilds 'scripts' directory
3) include copies of or symlinks to, 'Makefile' and
'arch/sparc64/Makefile'
(if not for the first item, it would be possible to build modules by
combining files from kernel-headers-2.6.8-1-sparc64,
kernel-headers-2.6.8-1, and the raw kernel sources themselves, but
without Module.symvers, a working module cannot be produced)
Also, the package description refers to
'/usr/share/doc/kernel-headers-2.6.8-1-sparc64/debian.README.gz', but
that file is not included in the package.
