Me too ;) Dell latitude D600, BIOS A11.  Still there with
selfbuild kernel from kernel-source-2.6.8-7 with
config-2.6.8-1-686 (2.6.8-3)  (never tried a custom DSDT table)

On a Dell Latidute X300 with I855 GM instead of PM I don't see the
problem (shpchp pciehp and pci_hotplug modules are in lsmod output list):
