Bug#274011: kernel-image-2.6.8-1-686: APM unable to power-off system.

After upgrading kernel-image-2.6.8-1-686 from 2.6.8-2 to 2.6.8-3, APM is
not able to power off my system after shutdown. I think it's related to
bug #273474.

Up to 2.6.8-2, the kernel was able to power down the system after
modprobe-ing apm and issuing "shutdown -h now".
(HALT=poweroff in /etc/default/halt)

In 2.6.8-3, the kernel says "Power down.", but the only noticeable
effect is the hard disk spinning down: system power stays on.

By comparing boot log messages, the major differences concern 

- ACPI in 2.6.8-3 (used to tweak irq 9, unused afterwards)
- PNP reporting reserved I/O areas in 2.6.8-2, aborting in 2.6.8-3
- APM logging some error in 2.6.8-3 (unable to determine BIOS apm version?)
