Packaging kernel patches the Debian way

Greetings,

I need to patch my Linux kernel and I'd like to package the patches the
proper Debian way, so that they work together with the Debian patches.

Specifically I need the reiserfs quota patches for Linux 2.4. It seems
that it is not possible to apply them to a Debian-patched Linux source
tree.

I've read the Debian GNU/Linux FAQ on Debian and the kernel:

http://www.debian.org/doc/FAQ/ch-kernel.en.html

but there seemed to be no information on how to package kernel patches
and make sure they work together with the Debian ones.

Any pointers to other documentation or suggestions would be very
welcome. Please CC.: me as I am not subscribed to the list.
