Bug#263169: initrd-tools orphaned?

I don't think that patch is right, but I just noticed I've never
forwarded it to Herbert. I've asked him for comment now.

Herbert no longer maintains the package. Anyway, please describe
these ideas so Herbert can comment on them. While he's no longer the
maintainer of the package, he still knows best how it works and in
which direction it should be developed.
