Bug#271780: kernel 2.6.8 only allows root to see cdrw as a cd writer in k3b

New kernel (2.6.8) breaks ordinary user's ability to write CDs using
k3b, this was working fine under 2.6.7.

root is still able to write CDs OK

permissions on the device are still correct:
brwxrwx---  1 root cdrom 22, 0 2004-05-21 02:20 /dev/hdc
 (ordinary user is in the group cdrom)

I have reverted to 2.6.7 and normal sevice has been restored so this
definately seems to be something in the kernel upgrade.
